BAL recognised the seriousness of the spread of HIV / AIDS in 1990 when the media reports brought the problem to the forefront in India, and particularly Maharashtra, which was experiencing a rapid rise in HIV rates. BAL was quick to recognize future implications of this rapidly growing threat on the very fabric of the society.

The scope of HIV prevention and care activities was expanded through information, provision and counselling.
